On November 2, just days after the release of the "Catalogue of Encouraging Imported Technologies and Products," the Ministry of Commerce unveiled another significant policy: the "Forbidden Imports and Restricted Imported Technologies Catalogue." This new regulation banned eight technologies in the petroleum processing and chemical raw materials sectors, while restricting the import of 14 others. The move signals a strategic shift in China's approach to technology imports, focusing on environmental sustainability and industrial efficiency. According to an official from the Ministry, the restrictions target technologies that are energy-intensive and environmentally harmful—technologies that have already been phased out in many developed countries. These are considered outdated or inefficient, and China now aims to prevent their entry to promote cleaner and more advanced alternatives. The "Forbidden Imports Technology Catalog" lists 39 technologies across 10 industries. Key examples include viscosity reduction technology in petroleum refining, coking, and nuclear fuel processing; pesticide production methods with high-risk control points such as medium-temperature sodium paraquat production; ammonia-alkali soda ash production; iron-reduction aniline processes; and sodium cyanide production using ammonia-based techniques. Other restricted technologies include chromium salt production using low-calcium roasting, petrochemical water treatment agents, and phthalic anhydride production with reactors under 40,000 tons per year. In the "Restricted Imports Technology Catalogue," 87 technologies are listed across 16 fields. These include semi-regenerating reforming technologies in the oil and gas industry, low-temperature ammonia synthesis catalysts, phthalic anhydride production, ammonium phosphate, diammonium phosphate, sulfuric acid production, nitrogen-phosphorus-potassium manufacturing, pigment production, toluene disproportionation, aromatic hydrocarbon extraction, butadiene DMF extraction, acrylonitrile, polyester, and diacid technologies. Additionally, several chemical-related technologies are also included in the prohibited or restricted categories. These include the production of Rosin Amine Polyoxyethylene Ether products, printing and dyeing techniques, ene soil ore pre-processing, Freon refrigeration systems, wet limestone gypsum flue gas desulfurization, and conventional wastewater treatment methods. This policy follows the release of the "Catalogue of Encouraged Import Technologies and Products" in October, which encourages the import of foreign technologies not yet available in China but aligned with national industrial development goals. Together, these measures reflect a broader effort to balance technological advancement with environmental protection and long-term economic sustainability.
