Implementation of the opportunity to provoke controversy

According to the original plan, heavy-duty diesel vehicles will implement the national IV standard from January 1, 2010. As the days approached, the controversy over the implementation time of the National IV Standard was very turbulent.

An industry source told the “Commercial Automotive News” reporter: “The Ministry of Environmental Protection is a hard-line faction that implements the National IV standard on time. They hope that the implementation time will not change.” The reporter learned from the National Development and Reform Commission that the news is: “Because of the oil products, etc. Facilities are still lacking, and the NDRC tends to postpone the implementation of the National IV standard by about one and a half years."

Not only has the government departments not yet reached an agreement, but experts and associations are also benevolent and wise. At the same time, taking into account the overall development of the industry, the China Automobile Association proposes that in accordance with the regional implementation of national IV standards, areas with implementation conditions can be implemented on time, and in most undeveloped areas may consider delaying implementation.

Tan Xiuqing, an expert from the China Association of Automobile Manufacturers, believes that the state should implement the national IV standard on time. “Some domestic auto companies have a poor sense of environmental protection. If the country does not impose the national IV standard and blindly consider from the perspective of market demand, the national IV standard can only be dragged on indefinitely. I heard that the Shanghai IV standard should be advanced to September. On the 1st, Guangzhou, due to the Asian Games, was estimated to be implemented in advance."

“Developed countries have implemented the Euro V Standard. Beijing, the capital of China, has yet to implement the National IV Standard. This will affect China’s international image to some extent. Less corporate promotion

Compared to the war of words between you and the government and experts, the attitude of heavy truck companies in the implementation of the National IV standard is surprisingly cold. "Show it? Now the country has invested so much manpower and material resources to eliminate the yellow-labeled vehicle. The effect cannot be said to be very satisfactory. Even Beijing has a yellow-standard vehicle running on the Main Street, and what kind of national IV vehicle it will push." ​​This is a heavy truck. Business people are talking about the first reaction when implementing the national IV standard.

"Now that companies are pushing IV products, I guess there are considerations for seizing the domestic market, and more are preparing for entering the international market. To take the initiative in the international market, we must first pass the certification and advance relevant The reserve is also a reflection of competitiveness. As for the performance of China IV products in the domestic market, I am not optimistic about it.” Another heavy truck company official told reporters.

As with the above arguments, most heavy truck companies are not optimistic about the implementation of the National IV standard as scheduled. "National IV? State III vehicles are not sold, who also buys the country IV cars. We have technical reserves, but there is no plan to promote and promote the National IV products." Futian Auman relevant person in charge told reporters. At the same time, he said: "The upgrade of emission standards should be divided into two phases. In terms of implementation of State III, first, the new vehicle should implement the national III standard; the second is that the in-use vehicles on the market must meet the national III standard. The III standard has been fully implemented. Only when these conditions are met, the time to implement the national IV standard will be more mature."

The reporter also got similar news from SAIC Iveco Hongyan: "Fiat Group's national IV technology is relatively mature, and foreign parties also have considerations in this regard, but we have not yet prepared to promote the National IV product. It is worth mentioning that China National Heavy Duty Truck Group, although hands-on, is not optimistic about this: "We have the National IV model, the National IV announcement, but there is no mass production, but more just to make a reserve. At present, only a few big cities There is a demand for products of State IV, such as Beijing, Shanghai, Guangzhou, etc. The demand of other cities for the products of State IV is not obvious, and there are still many places where State II cars are running to transport, and even some places have national I cars, one car. Emissions from the heavy trucks of State I or State II will offset the total amount of national IV heavy truck emission reductions. State II heavy trucks are not mandatory scrapped, and they require the implementation of national IV standards. From the overall perspective of environmental protection, the energy saving effect is not obvious."

Dealers do not pay attention

The business response was cold and heavy truck dealers reacted more negatively. "Impulse country IV? I have not heard that Shandong has no news at all." A Shandong dealer told reporters. "Now, there are still many new cars in circulation in the company's sales channels, and the National III car can't completely occupy the market, let alone the National IV car. Within two or three years, I think it is difficult for the market to accept the National IV car," he said.

“Actually, the implementation of the National III standard last year was relatively hurried, and many dealers pre-paid cards to many national II vehicles. This is the clear proof of market demand. The implementation of the National III standard is to welcome the Beijing Olympics. The National IV standard is not necessary. Anxious. Now coincides with the financial crisis, the demand for heavy trucks has shrunk in most regions, users are living under the purse, not to consider the expensive national IV heavy trucks.” A dealer in Hebei said.

Beijing is one of the first cities to implement the heavy truck IV standard. It is understood that if there is no change, Beijing will implement the National IV standard on September 1 this year. “There are still more than two months from the implementation, and now our region’s fleet engaged in the logistics transportation between Beijing and Tianjin has already appeared ahead of the car purchase.
