On October 22, the "water-based platform" consisting of 13 Chinese and foreign waterborne raw material supply and production companies and research institutes was officially unveiled in Beijing. The organization said that through technical support and other means, it will drive the development of R&D and production capacity of related companies in China, thus accelerating the pace of the promotion and application of water-based coatings in the industrial sector. The relevant person in charge of the Ministry of Environmental Protection pointed out that for the moment, solvent-borne coatings still occupy a dominant position in the industrial sector in China, and their environmental hazards continue. The promotion of waterborne coatings is of great significance to solve the VOC (volatile organic compound) emissions during the production and construction of coatings. However, because of the inherent concepts and lack of standards, there is still a long way to go for the reduction of VOC emissions from waterborne coatings.

According to the information provided by the organization, at present, China has about 22 million tons of VOCs discharged into the air, which increases at an average annual rate of 9%. Of the total VOC emissions, industrial solvents account for about 30%, and have become one of the major sources of emissions. The emission of paint and adhesive VOCs accounts for about 70% of industrial solvents, and the total annual emissions reach 4 million tons. In recent years, reducing paint VOC emissions has been the focus of attention in the industry, and reducing the proportion of industrial solvents in coatings has also become the focus of research and development. The application of water-based paints and other products makes it possible to solve this problem. In fact, the Chinese market is no stranger to the word “water”. In 1996, Doufang Paint entered the Chinese market and ended the history of waterless paint in China. At present, in the domestic market, waterborne coatings such as home furnishings have already emerged in the civil sector, but the promotion is still not widespread; in the automotive, electronics, textiles and communications products and other industrial areas, progress is slow.

According to Ding Zhonghua, the general manager of DSM Licorne Greater China, the application of water-based coating products in China's industrial sector is still very small, accounting for only 5% to 10% of the total industrial coatings, which is far below 30% in Europe and the United States. ~40%. China still has a long way to promote water-based coatings. Bayer Coatings, Adhesives and Specialty Chemicals Greater China General Manager Li Yulin believes that the difficulty in promoting water-based coatings in China is that the paint industry's laws and policies reflect the concept of environmental protection is still very limited, and some of the current regulations are far out of date. Moreover, many small and medium-sized paint manufacturers still have certain obstacles in the mastery and development of water-based technologies. In addition, due to the inherent concept of people, coupled with many companies have reached a level of proficiency in the construction of solvent-based paint, and water-based paint construction is negative or slow heat.

Huang Jinyan, President of Hong Kong Yip's Chemical Group Co., Ltd. believes that water-based coatings have become the trend of the world's paint industry. The proportion of scientific research on water-based coatings is growing, technological achievements are getting more and more, and the level of technology is getting higher. . At present, the performance of domestic water-based paints has completely reached the level of solvent-based paints.

At present, the main reason that hinders the adoption of waterborne coatings is the lack of standards. Therefore, China should introduce relevant support policies as soon as possible and establish a corresponding standard system. This is a consensus reached by 13 companies. They think this is an important driving force for the promotion of water-based coatings. Qian Borong, chief engineer of CNOOC's Changzhou Coatings Research Institute, believes that there are many brands on the market that are labeling “zero” VOCs. In fact, this argument is unscientific. Because the “undetected” in the test report can only indicate that the content is lower than the detection limit of the used test standard, it cannot be interpreted as “zero”. When more advanced detection methods are used, they can still be detected. In addition, there is no real standard basis for the “zero VOC”, “ultra-low VOC”, and “low VOC” coatings on the market.

According to experts, the increasingly stringent VOC emission standards in industrialized countries in Europe and America have led to changes in the entire paint and adhesive industry. Through technology upgrades, companies seek ways to effectively reduce VOC emissions while ensuring product performance. The foreign paint industry is in an important period of technological progress. The strengthening of environmental protection regulations has promoted the adjustment of the structure of paint products. Traditional solvent-based coatings have gradually decreased, and high-performance, low-pollution waterborne coatings have grown rapidly. Today's environmentally friendly water-based paints and adhesive products have been widely used in developed countries and have penetrated into various fields. International research shows that from 1990 to 2003, the total VOC emissions of the European paint industry fell by 28%.

Since 2001, China has formulated two standards for the coating industry, GB18581 and GB18582, which have played an important role in promoting the technological development of the coatings industry. According to Qian Borong, the ongoing project to establish a standard system for low-pollution paints in China stipulates that from the specific products to the raw materials, to the solvent, etc., relevant regulations will be made. The promulgation of these laws and standards requires companies to continuously carry out technological innovations and provide top-down policy support for the VOC emission reduction in the paint industry.

The person in charge of the Ministry of Environmental Protection stated that from the perspective of national policy makers, VOCs should be controlled as an important environmental factor and the corresponding environmental standards should be raised. At present, there are many domestic companies whose products have not reached the international advanced level, but will certainly put VOC as a controlling factor in the future.
