In terms of encouraging the transformation and industrialization of independent innovation achievements, the "Draft" stipulates that state-owned enterprises and institutions shall establish and perfect the distribution system of service inventions. The unit to whom the patent is granted, the inventor and the designer may agree on the method and amount of compensation for the service invention. Institutions of science and technology research and development set up by means of fiscal funds shall, by way of technology transfer, provide job innovation results to others for implementation. They may draw no less than 20% and no more than 70% of the net income from technology transfer.
