The report is said to be a blue book within the country that focuses on the development of rural land markets.
The report shows that in the process of confirming the rights, a large proportion of peasants said that it is unclear what the meaning of rural land is, and even that the right is only re-quantitative. Under this circumstance, many peasants have an indifferent or neutral attitude. Even if some peasants support the land-rights policy, they are based on the original and basic idea that “national policies are definitely beneficial to peasants”.
The report pointed out that the majority of farmers' land transfer willingness is based on the production attributes of agricultural land rather than commodity attributes. Through investigations, it is found that although farmers have different attitudes on the issue of freely buying and selling land after land ownership, farmers' demand for commercialized and market-oriented agricultural land circulation is not very strong. On the contrary, the real and endogenous demand of farmers for land transfer is mainly based on the production properties of agricultural land. This actually reflects the psychology that farmers regard agricultural land as a basic social security.
At the same time, land rights may encounter some resistance in the future. The survey found that the proportion of farmers with a desire to adjust land or support such an informal system is higher, mainly because the function of this informal system is to provide social security for farmers. Under the premise that the current rural employment system is still not perfect and the rural social security system is not developed, the peasants hope that this informal system of unstable land rights exists. Therefore, the implementation of the future land rights policy may face more disputes and difficulties.
According to the report analysis, the consequence of attaching importance to the institutional form may be that the “credibility” of the land-recognition policy among the peasants is low, leading to more disputes, or the impact of the policies on the peasants is minimal, resulting in an “empty system”. Therefore, when the central government implements the land-rights policy, it must consider what system functions will be used to determine the rights, and whether most farmers will accept such functions, so that it is possible to reduce potential disputes and smoothly promote land-rights work.
To this end, the report suggests that the central government should attach great importance to the institutional function of the land-rights policy rather than the institutional form, pay attention to the problem of farmers without land, gradually guide farmers, and raise their awareness of land transfer may have a positive impact on the construction of agricultural land market.
The report believes that the form of the system does not determine the peasants' consciousness. The central and local governments at all levels need to gradually guide the peasants to understand and accept the policy intentions, instead of simply and formally implementing the land rights policy. The change of the system is not designed overnight or in advance, it is actually a long-term endogenous process. When the peasant's level of understanding gradually rises to a certain threshold, institutional changes will be carried out accordingly, and the accelerated circulation of agricultural land and the establishment of the farmland market will also be completed.
